The Minister of the Presidency, Interior, Social Dialogue, and Administrative Simplification of the Junta, Antonio Sanz, has chaired the Advisory Committee of the Territorial Emergency Civil Protection Plan, along with the Deputy Government Delegate in the province of Cádiz, Blanca Flores, and the Mayor of Jerez de la Frontera, María José García Pelayo, during the Spanish Motorcycle Grand Prix in Jerez. «We have the latest technology, we can say that it is the most technological Grand Prix in history to facilitate the work of professionals,» he emphasized, mentioning the new system, Galgus, for controlling flows and capacities at the circuit, the Andalusia Digital Emergency Radio Network (REJA), which will be fully operational this year, along with other systems such as Es-Alert for mass notifications and new satellite cameras.
Antonio Sanz explained that the operation will be activated between Friday, April 25 and Sunday, April 27 to ensure the development of «the biggest sports event of the year in the province of Cádiz and in Andalusia,» highlighting the good coordination between all administrations for the benefit of the thousands of fans who attend the Ángel Nieto circuit every year.
The meeting served to verify that everything is prepared for the celebration. «We have greased the engine of this device for large gatherings to have it ready for what will be its twentieth edition, where the Andalusian Emergency Agency (EMA) is leading the operations this year,» detailed Antonio Sanz.
The Minister of the Presidency also outlined the main novelties of the deployment, including the Galgus system, «which uses intelligent wifi technology for flow control and capacities at the circuit, providing security and adapting the response and healthcare needs to the reality of each moment and place,» also specifying that 11 wireless access points have been installed to facilitate data management and processing.
For the first time at the Grand Prix, the new Andalusia Digital Emergency Radio Network (REJA) is fully operational and capable at the circuit. A repeater and a REJA dispatch have been installed at the Advanced Command Post (PMA), located on the service road after the Michelin curve.
This PMA will once again be unified with the Civil Guard, the Directorate General of Traffic, the Local Police, the Red Cross, or healthcare professionals, among others. Additionally, in this edition, five new satellite cameras have been installed, where radio links were previously used, optimizing the quality of the images, which can be viewed on the high-brightness screens that were introduced last year and will be installed again at the PMA.
Thus, the security device will have nine cameras, five of which are satellite, to monitor what is happening on the Jerez track and in its surroundings, in addition to three drones and the Aircop state system for air control.
The Es-Alert system or mass notification system to the population in case of emergency will also be available, «which hopefully will not have to be used once again this year, but is an essential early warning tool to save lives,» emphasized the Minister.
Regarding cartography, the Andalusian Emergency Group (GREA), «a national reference in its applications in terms of prevention and response to emergencies,» as clarified by Sanz, has carried out a complete update of the circuit’s cartography, updating the names of the stands, parking lots, perimeter roads, and safe areas after the circuit works. The cartographic viewer is made available to all stakeholders, as it is the most useful tool for a rapid response. This work has also been supported by current orthophotos taken with EMA drones.
A total of 3,100 personnel will ensure the safety of the Grand Prix, of which 800 will be provided by the Junta de Andalucía including Civil Protection, 112, GREA, the National Police Unit Attached to the Andalusian community, Healthcare professionals, and Infoca. The rest are personnel from the State security forces and bodies, as well as municipal entities such as the Local Police, Firefighters, and other institutions like the Red Cross.
Last year, 181,289 spectators attended the Ángel Nieto circuit, the highest attendance of the decade at the circuit, while tourist spending was €14.3 million, a 25% increase from 2023, an unprecedented figure. It is estimated that last year the Grand Prix attracted 42,000 tourists, representing a 17% increase from the previous year’s edition.
This year, estimates suggest there will be around 488,000 movements over the three days of the Grand Prix (compared to 406,000 in 2024, therefore, a 16% increase in movements). «Hopefully, we will once again validate the perfect formula we experienced last year: more audience, fewer emergencies», stated Antonio Sanz, who urged fans «to celebrate and enjoy safely and prudently, and always follow the advice of 112, so that the only protagonists are the races on the track, and, of course, the special atmosphere that is experienced every year in Jerez, making us unique in the world.»
Healthcare deployment
On the healthcare front, the Andalusian Health Service has prepared the Emergency Plan for External Disasters, in case its activation is necessary, as well as for the referral and assistance of injured pilots.
The Minister explained that primary care centers in the area are being reinforced. Specifically, the health centers of Jerez Centro and Montealegre will attend to common pathologies, while the La Milagrosa Health Center in Jerez will once again be a reference point for a multiple victim incident.
As for the transport of health services dependent on Primary Care Emergency Services (SUAP), there will also be reinforcements in Jerez and in the neighboring towns of Sanlúcar, Rota, and Chipiona, given the influx of visitors. In the Sierra region, in addition to the usual resources prepared in their bases, the Jédula base is being reinforced.
In the Bay of Cádiz, the Critical Care and Emergency Unit (DCCU) of El Puerto will be reinforced with a second team, as well as the fixed Emergency point, given the large number of attendees at the Grand Prix. Additionally, the mobile teams of Puerto Real and Medina will be activated in case of any eventuality related to the Motorcycle World Championship.
The Health Service will also carry out inspections of fixed and mobile establishments. Up to 15 agents from the Health Protection Unit of the Jerez, Costa Noroeste, and Sierra Health Management Area will ensure, before and during the Grand Prix celebration, the food safety of those who consume in both indoor and outdoor areas of the Circuit and, as a novelty this year, in the city of Jerez, where ‘food-tracks’ areas will be set up.
Likewise, in accordance with the approval of the Program for Surveillance and Comprehensive Control of Nile Fever Vectors 2025, technicians from the Health Management Area and the Jerez City Council will conduct a preliminary inspection before the Grand Prix in areas with a significant concentration of stagnant water around the Jerez Circuit.
The 061 Emergency Health Center will also mobilize a logistics support vehicle, capable of deploying a field hospital with more than 50 beds, including ground emergency teams, an air ambulance, and an operation and direction point at the circuit.
For this edition and to improve circulation, the Ministry of Development, Territorial Articulation, and Housing has also carried out a series of actions to adapt access from the A-382 motorway, as well as in the conditioning of the so-called Parking C.
Protection against forest fires
Regarding environmental protection, the EMA, through Infoca, will have a fire engine and a seven-member firefighting group on standby and available at the PMA. Additionally, two prevention and firefighting groups, each with seven forest firefighters, will be deployed on routes near the circuit, complemented by two fire engines at the Cedefo in Alcalá de los Gazules and another in Algodonales. As for air resources, a heavy helicopter, a superpuma model, will be available at the Cártama base, half an hour away by flight time.
The security of all personnel deployed at the Command Post, once again, will be under the responsibility of the Attached Police Unit, where 112 and GREA personnel will coordinate on the ground everything that happens inside and outside the circuit, so that the celebration remains the main focus.
At the event, the Minister was accompanied by the Vice Minister of the Presidency, Interior, Social Dialogue, and Administrative Simplification, Tomás Burgos; the Secretary General of the Interior, David Gil, and the Delegate of the Junta de Andalucía in Cádiz, Mercedes Colombo.
