The First Deputy Mayor of the City Council of Vélez-Málaga and delegate councilor of EMVIPSA, Jesús Pérez Atencia, announced today at a press conference the opening of the administrative procedure for the approval of a new Municipal Ordinance regulating the Bases of the Constitution and Operation of the Municipal Public Registry of Demanders of Protected Housing.
From the Municipal Company (EMVIPSA), Pérez Atencia informed that this new step aims to adapt municipal regulations to current regional legislation, specifically to Law 1/2010 on the Right to Housing in Andalusia, to Decree 1/2012 on municipal registries of demanders, and to the recent Decree-Law 1/2025, which introduces urgent measures in housing matters.

In compliance with article 133.1 of Law 39/2015 on the Common Administrative Procedure of Public Administrations, a public consultation period of 10 business days is opened, counted from the announcement’s publication on the official website of the City Council of Vélez-Málaga.
During this period, any citizen, group, or organization can submit in writing their opinions and suggestions, signed and addressed through the General Electronic Registry or in person at the Citizen Assistance Offices.
Once the deadline is over, the final text of the ordinance will be drafted, which will be submitted to the municipal Plenary for approval, and subsequently published in the Official Bulletin of the Province of Málaga.
Pérez Atencia emphasized that this is a procedural act that does not allow for appeal but represents «a firm step in the commitment of the City Council of Vélez-Málaga to fair and equitable access to protected housing in our municipality.»
