The City Council of Estepona has today given the green light to the necessary economic mechanism to apply the largest reduction in the Property Tax (IBI) that the city has experienced, which will have an immediate impact on the receipt for the year 2025. The total savings for families amount to over six million euros.
The economic solvency of the municipal coffers, after the liquidation of inherited debt of over 300 million euros, and the Treasury surplus from the 2024 fiscal year (of 45 million euros) allow the City Council to face an average reduction of 20% in the IBI. This is a historic reduction in this tax in the city, which confirms the government’s commitment to families and demonstrates responsible economic management in service of the citizens, as explained by the mayor of the town, José María García Urbano.
Specifically, the plenary session held today has approved a credit supplement with which part of that subsidy to the residents will be addressed. Some of the funds come from savings from last year. The rest, totaling around 1.4 million euros, were earmarked for debt repayment and can now be allocated to tax reductions.
This reduction has been applied to a total of 37,988 registered receipts and the total amount of the subsidy to citizens amounts to 6.1 million euros.
The mayor has lamented that the opposition groups (PSOE and VOX) do not defend the interests of the citizens and have not supported this proposal.
With this measure, the IBI in the city has seen a cumulative reduction of 50% since 2011 thanks to the measures implemented in these years. Additionally, the mayor has announced that the City Council will continue to study new tax reductions, now that they no longer have to deal with «the inherited mismanagement» of previous governments, which has required allocating around 60,000 euros a day for the past 14 years to debt repayment.
Another fiscal change that the City Council will implement is a 3% reduction in the garbage fee for citizens who make a minimum of three waste deposits at the city’s recycling center.
It is important to note that this reduction in the bill must be requested by the user from the Provincial Collection Board during the first quarter of 2026, by submitting an application, the previous year’s garbage fee receipt, and providing proof of each deposit, which will be provided at each visit to the Recycling Center.
Furthermore, the Estepona City Council has been granting tax benefits in the garbage fee to residents in vulnerable situations, long-term unemployed individuals, and retirees.

Specifically, the plenary session held today has approved a credit supplement to address part of this subsidy to residents. Some of the funds come from savings from the previous year, while the rest, nearly 1.4 million euros, were earmarked for debt repayment and can now be allocated to tax cuts.
This reduction has been applied to a total of 37,988 registered receipts, with the total subsidy amounting to 6.1 million euros for citizens.
The mayor expressed regret that opposition groups (PSOE and VOX) do not defend the interests of citizens and did not support this proposal.

Another fiscal innovation that the City Council will implement is a 3% reduction in the garbage collection fee for citizens who make a minimum of three contributions of waste at the city’s recycling center. These are waste items that do not have special containers distributed in public areas, such as electronic and computer devices, furniture, oils, light bulbs, X-rays, or clothing, among others.
It is important to note that this discount on the receipt must be requested by the user from the Provincial Revenue Board during the first quarter of 2026, by submitting an application, the previous year’s garbage fee receipt, and providing proof of each delivery, which will be provided during each visit to the Recycling Center.
Furthermore, the Estepona City Council has already been applying tax benefits in the garbage collection fee for residents in vulnerable situations, long-term unemployed individuals, and retirees.
