La Minister of Development, Territorial Articulation and Housing, Rocío Díaz, has highlighted the «firm commitment» of the Andalusian Government to public works, achieving in 2024 «the highest volume of tenders in the last 15 years». These data have been obtained thanks to the fact that «the Government of Juanma Moreno has implemented an investment model that prioritizes economic development and infrastructure improvement«. Among them, she mentioned the expansion works of the three Andalusian metros (Granada, Málaga, and Seville), the resumption of the tram start-up works in Jaén and Alcalá de Guadaíra, and the reactivation of «road projects that had been paralyzed for more than a decade.»

Rocío Díaz emphasized in her speech at the Andalusian Parliament Plenary that «something has changed in Andalusia» regarding public works, with €1.381 billion in tenders for «essential projects in the development of Andalusia», representing «35% of the national total.» «We are the driving force of public works in Spain,» she asserted, noting that a large part of these results is due to the fact that «projects that had been forgotten for years are now being materialized and rescued by this Government.»

On this point, she recalled that during this time, they are tackling «expansion works of the three Andalusian metros, progressing like never before». The Seville Metro is facing the extension of Line 3 North between Pino Montano and Prado de San Sebastián, the Malaga Metro is extending to the Civil Hospital after inaugurating the city center link two years ago, and the Granada Metro has been in construction for over a year for the Southern extension to Churriana de la Vega and Las Gabias. Similarly, she highlighted the efforts to prepare the Jaén tram or the reactivation of the Alcalá tram works, which resumed at the end of 2024.

The Minister of Development stated that in 2025, they will continue with this commitment to public works, with a record budget of €1.764 billion for her department, focusing on «special attention to housing, metros, and roads.»

Thus, she emphasized that this year will be «the year of roads that had been paralyzed and are now becoming a reality». Rocío Díaz mentioned that the Ministry of Development is about to award the third lane of the road between Almonte and El Rocío, with a base budget of €26 million, and the Northern Beltway of Córdoba, with an estimated investment of €35 million. Additionally, in 2025, the reactivation of the Olive Motorway is planned, with the tender of the Martos section for €35 million; the Guadalhorce Motorway, which will resume after 17 years with the tender of the Casapalma-Cerralba section for €52 million, or the duplication of the A-491, with the tender of a section between El Puerto de Santa María and Rota. There will also be a comprehensive improvement in road safety at the access to Sierra Nevada (A-395), which will be tendered and awarded this year with an investment of €22 million.

Finally, the Minister highlighted the leading role assumed by Andalusian companies in this commitment of the Andalusian Government to public works. She pointed out that nine out of ten projects awarded by the regional administration in 2024 had the representation of purely Andalusian companies. «We do bet on the growth and development of Andalusia,» added the Minister of Development.
