The President of the Junta de Andalucía, Juanma Moreno, has stated that Andalucía is functioning because it has placed its bets on political, institutional, and social stability, believes in dialogue as the best tool to resolve conflicts, the Andalusians have regained confidence and collective ambition, and has protected itself from chaos, populism, and mismanagement.
He reiterated that the data and indicators support this, mentioning that the Andalusian economy has grown by 9.6% from 2029 to 2024, the community has been reducing year-on-year unemployment for four years continuously, and in the last twelve months, four out of ten fewer unemployed people in Spain have been from Andalusia.
Additionally, unemployment has decreased in all sectors, with the highest number of affiliates to Social Security in history, exceeding 3.5 million. In this legislature, the number of affiliated individuals has increased by 242,000, Andalusia has been leading in the number of self-employed individuals for four years, and has attracted more investment in the last six years than in any other period in its history, amounting to 5 billion.
Moreno emphasized the urgency to improve the financing of Andalusia, calling for a new financing model that would provide an additional 4 billion euros annually for the Andalusian community. He also called for a temporary leveling fund to equalize funding for the worst-funded regions with the national average, and for the immediate payment of the 1.54 billion euros owed to Andalusia for the current account updates.
Announcement of the ‘Activa-T Joven’ Program
During his speech in the General Policy Debate on Andalusia in the Andalusian Parliament, he announced that in the third quarter, the ‘Activa-T Joven’ Program will be launched, offering employment to around 8,000 unemployed young people under thirty, with a budget of 90 million euros. He also mentioned the ‘Impulsa-T’ Program, a shock plan for the province of Jaén to address high unemployment and combat depopulation.
The Andalusian President stated that the Singular Training Projects have been activated, tailored programs to meet the needs of specific sectors, providing opportunities, especially for young people, to have a job in future-oriented activities.
He also mentioned that in the second quarter, courses will be announced where more than 20,000 people will be trained in the naval sector of Cádiz, the aerospace industry, jobs related to green hydrogen, or the Army’s logistics base in Córdoba. «This Government will do everything possible to correct the contradiction of having unemployed young people while companies are seeking workers.»
Transport Infrastructure, an Essential Axis in the Transformation of Andalusia
The President of the Junta referred to transport infrastructure as an essential axis in the transformation of Andalusia, highlighting the unlocking of key projects such as the Trambahía in Cádiz, the arrival of the Metro in Malaga city center, the start of works to extend to the New Hospital, the expansion of the Metro in Granada, currently under construction, as well as the North section of the line 3 of the Seville Metro, the completion of the connection of the Almanzora Highway with the Mediterranean A7 Highway, the North Access Highway to Seville, the logistics area of the Antequera Dry Port, or the trams in Jaén and Alcalá de Guadaíra currently in execution.
He also mentioned other initiatives such as the expansion of the La Cartuja Stadium in Seville and the project for the renovation and expansion of the La Rosaleda Stadium in Malaga.
Moreno lamented that Andalusia is the second-to-last region in budget execution by the State, with more than thirty major railway infrastructure projects vital for the integration of this community pending, including the Mediterranean and Atlantic railway corridors, the Zaragoza-Algeciras railway highway, the AVE to Huelva, or the Coastal Train of the Costa del Sol.
He also addressed the issue of housing, criticizing the interventionist policies of the national Government, which have worsened the problem, creating legal uncertainty and reducing the rental supply.
In this regard, he recalled that the Andalusian Government has promoted more than 13,000 VPOs between 2019 and 2024, four times more than in the previous six-year period. Andalusia has the largest public housing stock in Spain, accounting for around 41% of the total, with more than 1,600 young people obtaining guarantees to buy their first home through the Young Housing Guarantee Program, and 250,000 Andalusians saving 460 million euros in tax breaks associated with housing in 2024.
The Andalusian President noted that in February of last year, a Shock Plan was launched to build 20,000 public housing units in the next five years, and a new Housing Law will be presented to Parliament after the summer, aiming to increase supply and lower prices to make it easier for young people and Andalusian families to access housing.
Andalusia, a Leading Industrial Hub
In another vein, he emphasized that Andalusia is consolidating itself as a leading industrial hub that attracts investments and ranks high in specialized sectors such as agrotechnology, aerospace, chemical industry, and metallic mining.
He explained that the aerospace sector is key, with 147 companies and 14,000 direct jobs, and that Andalusia leads in mineral production in Spain, being one of the largest producers in Europe, with 478 active mines and over 8,500 direct jobs. Thirty-four of the materials classified as critical by the EU are found here.
Since 2021, the manufacturing industry in Andalusia has grown by 29%, attracting industrial investments worth more than 16.3 billion euros, and industrial production is once again growing in Andalusia above the national average. «These are indicators of a profound transformation and the solidity of a future project. Furthermore, he emphasized that Andalusia aspires to lead in green energy production, with energy investments totaling 8.5 billion euros in the last six years, creating 25,000 jobs. «We have reached 14.5 GW of total capacity in renewables, and clean energy already represents 66% of the installed electrical capacity in Andalusia.»
He advocated for the need to improve Andalusia’s electric transport network, which is 40% less dense than the national average, to ensure supply security and quality and meet the demand of new industrial projects, requiring an investment of 544 million euros.
Regarding tourism, he added that Andalusia is committed to quality, safe, and sustainable tourism, explaining that, through collaboration with the National Police’s Attached Unit in the community, the ‘TITAN’ group will enhance tourism inspections to detect unregistered accommodations and non-compliance with regulations.
In terms of digitalization, he announced that the Junta will have an AI-based generative assistant called JuntaGPT, already partially operational and progressively expanding. «We are the first Administration in Spain to have a tool similar to the well-known ‘ChatGPT’ for public employees to use with all security and privacy guarantees.»
He also specified that the first Andalusian Vehicle Renovation Plan is being worked on for next year, with a budget of 10 million euros, providing 2,000 euro grants for the purchase of low-emission vehicles of any technology, complementing the State’s MOVES plan.
In terms of water policy, he stressed that the National Government has 118 works of general interest pending in Andalusia, with the cut to the Tajo-Segura transfer being a severe blow to the province of Almería, which already faces a critical water deficit situation. The transfer of Iznájar to the north of Malaga has not been authorized, and the works for the transfer to the Condado de Huelva approved by law in 2018 have not been carried out, whereas the Andalusian Government has mobilized nearly 2 billion euros in water policies from 2019 to the end of 2025.
He mentioned that negotiations are underway with the State for the Junta to take charge of completing the Alcolea dam in Huelva. «After being stalled for eight years, we will resume a project that will allow us to store 230 cubic hectometers of water, which is strategic for the development of Huelva, the future of Doñana, and the Green Hydrogen Valley. Once again, we demonstrate our willingness to reach good agreements for Andalusia.»
