The President of the Andalusian Government, Juanma Moreno, has stated that talking about ethics in politics means talking about principles such as honesty, transparency, good governance in public management, but also about agreements and being loyal to them.
During his intervention in the question time in the Andalusian Parliament, Moreno referred to the historic agreement reached with education unions that will have an impact in the upcoming 25/26 academic year. The agreement includes structural measures such as reinforcing the staff with over 2,500 teachers, reducing the ratio to 22 in the second cycle of kindergarten, reinforcing staff for diversity in primary and secondary education in centers with higher ratios, reinforcing specialists in special education, measures for streamlining bureaucracy, and the recovery of the Call for Access to Chair in the secondary school teaching corps.
He emphasized that this agreement involves the incorporation of over 6,000 professionals into the system, in addition to those already reached within the Sectorial Committee.
He further stated that this is a milestone because it involves redesigning the structure of the education system for the decades to come and expressed his gratitude to the union organizations for their dialogue attitude and constructive spirit in seeking agreements.

On another note, he affirmed that when the Junta detects any signs of corruption or fraud, it reports them to the Prosecutor’s Office, as was the case with the alleged fraud in school transportation contracts in Cádiz. «The Public Agency initiated proceedings and dismissed the worker after opening an investigation. The General Intervention was informed and the case was taken to the Prosecutor’s Office. We also did the same in 2022 with the Covid tests, reporting attempts of fraud with sanitary material to the Prosecutor’s Office.»
The Andalusian President stressed that the Andalusian Government handles public funds of all Andalusians with utmost care, allocating them according to the budget and not elsewhere.
In this regard, he highlighted that a budget has been approved each year, representing an exercise in transparency, combined with a consolidated budget of instrumental entities, including an annex of personnel and an annex with provincialized investments.
He also emphasized the creation of a budget viewer, to provide information to citizens in a simple way about how public resources are utilized.
In this context, he mentioned that mechanisms of control over public funds have been established, such as the creation of the higher and technical bodies of specific auditors and auditors (Law 7/2023) with the aim of having a group of highly qualified officials for greater control; the General Directorate of Contracting and the implementation of electronic systems (SiREC) which provide greater controls and transparency in all public procurement, and the replacement of prior auditing of expenditure with permanent financial control.
He explained that prior auditing is limited to compliance with economic-budgetary legality, with a very limited scope, while permanent financial control has a much broader scope, analyzing not only legality, but also the effectiveness and efficiency of public expenditure.
«With all these measures, we aim to prevent corruption cases like those we have experienced in the past. The EREs or the Faffe are macro-cases that, to this day, are still in the courts, where there was a diversion of public funds for nepotism and friendly companies.»
Furthermore, in light of the recent news, he lamented that essential works for the mobility of Andalusia are experiencing cost overruns and delays, and emphasized that they have requested the Spanish Government to conduct proper audits and reviews of all works under judicial investigation to analyze if there have been cost overruns, budget deviations, and to hold those responsible accountable.

Youth, the present and future of our society
Moreno referred to the youth as the present and future of society and therefore urged all institutions to be aware and sensitive to their problems, needs, and aspirations.
«This Government listens to them and has policies to help them. We act in many areas, trying to create opportunities for them to develop a life project.»
Regarding the educational field, he highlighted the boost to Vocational Training with 47,522 more places sustained with public funds, almost 170,000 in total and nearly 3,000 more teachers, as well as the commitment to public universities with more financial resources, more infrastructure investments, and more support for students.
In terms of employment and entrepreneurship, he mentioned the approval of a Youth Employment Plan with economic and social agents to mobilize nearly 500 million euros through incentives for hiring, assistance to the most vulnerable, or support for municipalities, and highlighted the almost eleven points less unemployment for under 25s.
Regarding housing, he mentioned the housing fiscal package including measures for under 35s that result in savings of over 90 million euros, along with over 1,500 young people benefiting from the mortgage guarantee program for first home purchase, extended to 40 years with a 20% guarantee, and more than 30,000 young people benefiting each year from a reduction in the Property Transfer Tax to 3.5%.
The President of the Junta reiterated the importance of continuing to work in areas such as mental health and added that Andalusia has Units for Eating Disorders, short-term hospitalization for children and adolescents, differentiated rooms for adults and minors in almost all community units, more professionals, and a suicide prevention program.
In conclusion, he referred to the fight against gender violence among young people and stated that the Andalusian Government has carried out initiatives such as the creation of a new specific group for psychological support for young victims aged 18-25 and continues to raise awareness through campaigns on pornography consumption, prevention of gender violence, or cyber gender violence, among others.
