The Ministry of Agriculture, Fisheries, Water, and Rural Development has requested the Spanish Agrarian Guarantee Fund (FEGA) to extend the deadline for submitting the Single Application for the 2025 campaign and exceptional flexibility measures in the CAP.
In a letter addressed to the paying agency, the Ministry of Agriculture has explained that the Andalusian government has declared a natural disaster affecting the agricultural productive potential due to the storms that occurred between February and March of 2025, as in many cases, there are large areas of land flooded which hinders agricultural practices.
As detailed in the letter, «in addition to previous climatic adversities, farmers are also facing uncertainty about the amount of water available for irrigation in the current campaign, as the Hydrographic Confederations have not yet finalized water allocations, making it difficult to plan planting schedules.»
Therefore, the Ministry of Agriculture has requested an extension of the deadline for submitting the Single Application for the 2025 campaign until May 31st, as unanimously demanded by the sector; as well as the modification period for the Single Application until June 15th.
Crop rotation and direct sowing
Similarly, the regional administration has also requested flexibilities regarding the eco-scheme for carbon agriculture and agroecology, specifically regarding crop rotation and direct sowing on cultivated lands as described in Article 36 of Royal Decree 1048/2022, dated December 27, as these conditions will not be met due to recent rains.
According to the Ministry of Agriculture, this flexibility can be implemented in compliance with Article 3.2 of Regulation 2116/2021 which states that when a severe natural disaster or meteorological phenomenon significantly affects a clearly defined area, the Member State may consider the entire area as seriously affected by the disaster or phenomenon.
